Will it be possible for you to do new feature or bug fix announcement through app/web notifications, so user doesn’t miss out it in case if he has not performed hard refresh on the browser?
It also shows the user dates of important enhancements at a single place.

Thanks for the feedback. We will surely consider to send push notification to users requesting them to update our app, when and if we release a major update.
Though, we don’t want to overwhelm our users with a notification always if a feature is released or when a case gets fixed.
For feature releases, we post on all our community, twitter, instagram, telegram and started with linkedin as well and in app banners as well.
But be assured, we have noted your request and will surely consider all the ways we can communicate our users.
